TARGET2-Securities – billigere og sikrere verdipapiroppgjør i Europa?
Abstract
Ved uro i verdipapirmarkedet er det spesielt viktig at man har gode systemer for å gjøre opp handler. den europeiske sentralbanken har etablert prosjektet TARGET2-Securities (T2S), som skal gjøre det enklere og billigere å gjøre opp verdipapirhandler på en trygg måte. T2S skal være en felles IT-løsning for oppgjør i euro og andre europeiske valutaer. T2S vil endre både hvordan slikt oppgjør skal skje og hvem som skal utføre det. Private aktører (verdipapirsentraler) skal utkontraktere teknisk drift til offentlig sektor (Eurosystemet). Etter samråd med sine kunder har 29 private verdipapirsentraler signert intensjonsavtale om å bruke T2S, og flere sentralbanker utenfor eurosonen vurderer å delta med nasjonal valuta. Høsten 2009 signerte VPS slik intensjonsavtale, og Norges Bank kunngjorde at banken vil forhandle om eventuell deltakelse. Planen er at T2S skal starte opp i september 2014. Viktige spørsmål, som priser og styring, er ennå ikke avgjort, og utfallet her kan bli avgjørende for oppslutningen.
